India was less to do with agricultural techniques, the British did know how to farm pretty well, and more administration and management which were unable or unwilling to acquire food aid or prevent exports when problems did occur. Kind of like what happened in Ireland. Though in India WWII compounded the problem as Nazi U boats in the Indian Ocean were sinking a lot of supply ships going to India, plus there was a fear the Japanese may invade from the east and seize food stockpiles so a lot of it was transported out of Bengal.

@thelakeman2538 That is true, but India had suffered famines at a similar rate before the British arrived. Some industries did suffer, mainly textiles as the British mechanised manufacturing at home, they only wanted the raw material. The canal infrastructure did wither because the railways usurped it, the same was true in Britain. If there was a decrease in productivity it was short lived. Don't get me wrong, the EIC did some horrible, horrible things. But they were a private company expecting a return on investment, so they were reasonably efficient. Though they weren't always competent of course, see the sepoy rebellion, a war started for perhaps one of the stupidest reasons in history.
