  1. UGB only works if it encourages densification. Green Belts in the UK don't always do that, sometimes they just encourage longer commutes from people outside the belt, leading to overcrowded roads and trains. Personally I hate living in an apartment block or high rise (which is why I don't live in one), but I am forced to accept that's what you have to build in order to make a city less car dependant. High quality public transport needs density to be profitable, or even sustainable in and of itself (a diesel bus that runs empty 90% of the time all day long is probably worse for CO2 than a bunch of cars driven twice a day). Walking and cycling need to be practical options, and that means shorter commute distances, again coming back to densification. I think it's really is the key to everything, as much as I personally hate it.
