I get the impression there's been some progress in reducing the costs of underground metro construction, such as single bore tunneling and in tunnel stations. It's never going to be as cheap as at grade or elevated in less dense areas, but I think the costs are getting a little closer. Overall I think a tunnel is better if it's affordable, but obviously a longer elevated or at grade line that goes further into the suburbs would be better.
