Nearly every fighting in Ukraine, especially newer recruits, are volunteers or recalled professionals. When they volunteer, not only do they get a big sign up bonus from the Russian military, their regional governments (who are trying to meet recuiting targets from the Russian national government) also provide supplementary bonuses, often worth thousands of dollars. And, yes, in fact recruits are encouraged to spend these bonuses buying high quality extra personal equipment like top quality soft armour backers.
