He's right about the OSCE, you can see that there was a massive increase of shelling across the border in the days leading up to the invasion, the overwhelming majority being from the Ukrainians side. It makes no sense unless they were actively trying to bait Russia into attacking (which is insane, but possibly what American wanted), or they were going to invade Donbass themselves.
