In Yakutsk, yes. In South America, Africa or most of Asia, no.

They just use snow cannons. Fun aside, I guess it is impossible to have "public" access to water like hydrants, those would freeze. So they can only use what they carry in their trucks and only use a very short hose. The water does not turn into vapor instantly, especially if you shoot it at a fire, but the hoses get frozen instantly.

As someone from a place outside the US that is not a 3rd World country I wonder: What homeless people? (I mean there are always some in any bigger city, but really, the US...)
