I would propose two more reasons besides the well known economical ones: A) Japan is very crowded. There might be a biological instinct contrary to "more birth after a catastrophe" that lowers the wish for children in crowded societies. Also climate change may lower intentions by the knowledge that the world will be harder. B) Family structure. children - putting aside that they played a lot more alone - were generally raised in a net of social contacts, not least grandparents. With so many people living away from relatives (or not having them at all) or informal groups, the uncertainty and stress and probabyl real time investment per child is a lot higher.
