Yes, they are (speaking of Germany here). Everyone can found a union for whatever "area" they think. But the "for everyone that works as X" style goes back to the guilds you could argue, and the first group of unions was cigarette workers in the middle of the 19th century. This profession-based approach (und working together with political parties) was (so to speak) formalized in 1892, after the end of the hunt on unions (lot's of history here, Bismarck). There are very deep grooves here. Today the IG Metall is the biggest union in the world with more than 2 million members. Why would you even try to create a company or factory union to "compete" with them? (Of course there might be reasons, but it seems impossible to get a biger power than them.)
