The flooding brings a large amount of silt deposits on the flood plain, without which the agricultural lands will slowly fertility, while silt deposit in the river bed will decrease the river's flow and navigability in time. Did the CCP planner think about that? We know the US planner knew pretty well how the Hoover Dam is going to damn the future of the mighty Colorado River.
