  1. Historically, governments do the initial research, exploring, etc. They serve to prove the idea. NASA is a good example. Only after this work is done will investors make a commitment in a quest to make a profit. We are seeing this in action now. I think we would have seen it with Columbus and Drake, too. Both had support of kings and queens and their treasuries.

  2. Lei Capitalism and free markets come into play later, after the unknowns are tamed, or at least better known so risks can be assessed, and some infrastructure is laid down. But I don't know enough history to say if Spain and Netherlands played by those rules to any degree.
