If they know the identity then by not releasing it they are endangering the public, there could be someone who knows exactly where he is or seen him who could simply phone the police. The name isn't necessarily a clue to ethnicity unless of course it's not a traditional British name, but if he is know to them then that makes no difference what so ever.
