@sharathmandyam6103 — I didn’t say that bureaucrats have no role at all. Their role is only limited. I cited the case/fate of former foreign secretary who tried not to be a puppet. Please let me know the list of at least a few bureaucrats who successfully set their own course defying the netas.

It is the usual carefully worded talk of a true DIPLOMAT. No big insights or revelations which would have been more interesting.

@sharathmandyam6103 — you mean he didn’t deliver what he was paid for during his tenure. You very well know that foreign policy is often dictated by the rulers of that time and bureaucrats, if at all, have very little role in deciding the course of foreign policies. You would remember the famous words of Rajiv Gandhi, dissatisfied with the then foreign secretary Venkakateswaran, told the press curtly “you would be speaking tomorrow to a new foreign secretary“. So much for the importance of secretaries.
