The person who wrote the original language of the amendment said it did not confer citizenship on a baby born in the U.S. of foreign parents who were 'subject to the jurisdiction' of their home country! That's why the language is in the amendment "All persons born or naturalized in the United States, and subject to the jurisdiction thereof..." This amendment was originally, specifically interpreted at the time to confer citizenship on former slaves!
