@memememine1 with age, yes. Electrolytic capacitors have liquid in them and no matter what it will eventually dry out with (some amount) of age depending on environment etc... Might take 5 years, 20 years, or 40 years.

They might not have even plugged it in due to age... I believe OBD2 was mandated in 96 or 97... Some people assume that cars outside those years can't be communicated with, or you need a special tool. Not all dealerships have tools to talk to older vehicles, even if it doesn't require an adapter the techs probably simply assumed they couldn't deal with it... The shop admitted They didn't have old enough staff, meaning all the techs must be young.
