At BEST the implication would be that they are too stupid to discover the cause on their own, and at worst the implication is that this was deliberate. I VERY MUCH doubt that any sovereign nation with the muscle to refuse would accept foreign investigators under similar circumstances. You talk about chloraquin as a perfectly good preventative but one serious side effect is that it causes permanent damage to the retina. Given that Irenland just just down its entire vaccination program over just 4 cases of alleged blood clotting, how many people do you think would be willing to risk their eyesight to reduce the risk of a virus that was never a likely a danger to them in the first place?
