  2.  @chumon1992  So you are saying that in your state, 5 year old children in care were routinely handled by DSS hard enough to break their limbs as recently as the 1990s? I'm not saying they were not physical, but I seriously doubt the veracity of what you are claiming - especially given that in the me-too generation that kind of stuff is ALL coming out. Maybe your husband exaggerated?
