  1. Maybe they are mentally incapable? Care homes are not just for the elderly.

  2. Why is this optional in a communal environment? If they choose NOT to have it, they can kill other residents AND their carers. People who decline should be sent off to live on their own or with their families. If they want to risk their lives, living alone is just one more risk.
