  1. Surely there comes a point when the cost to the nation and the individuals of living on a historic flood plain (or tornado alley in the US) makes it ridiculous to keep moving back in?

  2. +Tom Mallard Tom, it seems likely to me that our landscape and stormwater engineers have a vastly superior grip on this stuff than the Aztecs did. Perhaps there are factors in this equation that are not analogous? I suspect there's something of a difference between preventing localised HILLSIDES from eroding because you want to farm them, and countering the effects off mass waterfall over hundreds of square miles of more or less flat land. Not only would it be impractical to terrace on such a scale, but IF much of it was arable, that would greatly impede industrial farming.
