There comes a point when the harm coming from a single nation is so great that something needs to be done, and Mexico appears incapable of doing it themselves. America has shown that it is willing to go into other sovereign nations to cut out the rot at the source, including going into Pakistan to get Bin Laden, blowing up an Iranian general on the sovereign soil of a THIRD nation, and even arming drug gangs in Mexico, so her suggestion is not really as ludicrous as you make it sound, and there's plenty of precedent.
