  1. I'm sure that a pardon would have to be very specific which crimes or charges it was pardoning, which would require ennumeration of those specific crimes in the first place. A blanket pardon for unspecified charges would surely be impossible. Whilst it IS possible to pardon for crimes not even charged yet, as Al Capone discovered, motivated prosecutors will always find a way to get you.

He CAN be pardoned for crimes not CHARGED, but you cannot pardon someone with out saying what you are pardoning them for, or it would be tantamount to saying "Do whatever you like after the presidency, here's a get out of jail free card for life."
