The fact that his wingman has had his sentence delayed repeatedly over the past year whilst he assists the FBI suggests that the lack of VISIBLE progress is not the entire picture. You don't arrest someone until you have a clear case, especially not a senator, and in such situations, the prosecutors want to be exceedingly certain of their case.
