  1. Naton's argument is weak. You could exttend it to say "If after Boston, the government arrested the population of Boston, that would be reasonable because you'd be sure to catch the bombers". There's a line in terms of civil liberties that you don't want to overstep. The US passed that line with the Patriot Act, and sadly in Europe, we steamed past it looong before that.
