I think that they would ASSUME it, just as America would make the reciprocal assumption, but if the assumption carried any weight, there would not currently be a diplomatic incident when chinese government hackers have been caught in the act. It's all about leverage and the political high ground on the international stage (and which frankly, the US hasn't had for well over a decade).

  3. Publicly coming out and giving China political information to weaken the US's case against themis going WAAAY beyond public interest. He's in very dangerous territory now. If Iwas the US govt. now I'd be considering having him terminated.
