  1. You've only got the owner's word that the dog had no ill-intent. If a german shepherd runs up to me to "sniff me and be friendly" Idon't wait for it toarrive todecide if it wants to bite me. As a former paperboy and delivery guy, I hate it when people let their dogs run loose in their yards. Equally, I have no faith in the police in ANY situation, so it's impossible to make a judgement witout having been there.
