  4. ^ False. The majority of the ""Health Service"" infrastructure existed before the war, and all parties had committed to setting up some sort of system to bring them together at war's end. Attlee just claimed what others had done over many years as his own. Like BR and all other creations of Attlee's lot though, the NHS has been an inefficient, ruinously expensive and poor quality service ever since its inception, unlike actual health services in other countries 🙄 .
