^ I see where you're coming from, but you're kind of missing the point. • The UK had more Shipyards. • The UK had more naval facilities. • The UK had more men - and women - in the industry, both skilled & labourers. • The UK had more financial and industrial capacity. • The UK had a considerable R&D and usage lead on the Germans in firepower, dulled only relatively briefly by flawed munitions. • The UK had a several year lead on the Germans when it came to designing exceptionally large warships, and the political imperative to overmatch anything their enemies produced. In short: The Germans couldn't outbuild the British, nor could risk significant losses at sea, for the UK could also repair and replace ships faster. This was a fact even Admiral Tirpitz had realized by mid-WWI. Also: the Tonnage gap depends upon which Tons you're using, and whether those two figures are the same type. (Long Tons, Short Tons & French Tons)

If going by the french "The Glory" ironclad: we'd have built twice as many ships in response, more heavily armed and larger.

They theoretically could have, but the British would have countered, using the considerable advantages mentioned afore. Having the lion's share of global shipbuilding (80% at peak) and the world record for speed of Battleship construction (with HMS Dreadnought) after all was no coincidence. It's also safe to say that had the Germans pulled off a Yamato-manuver (commissioning a ship with more guns & armour than their rivals were aware of), the British would have just turned up with what they had, in eight different directions at once. (Fisher had far more bold plans than that after all)
