  1. They shouldn't have accepted her into the program knowing they had a young baby. She shouldn't have been holding the baby. (Since when does one of your students hold another one of your students?) She shouldn't have been left alone with a baby long enough for her to drop him. There was a lot of gross negligence here and they all failed that little girl and baby.
