  4. All water is bottled. It'd be no different than me going to your cookout and saying you poisoned me. Have the homeless actually stopped by in droves? Usually HOA communities don't have that type of problem with or without free water stands. Realistically, the heat in Arizona is literally DEADLY. It can reach 100° by 9 am. People, especially older people or children, can overheat and die very quickly from something as simple as walking the dog or delivering an Amazon package. This is more of a God-send than a nuisance.
