  2. It’s not housing issue. It’s drug issue. Do you not know the rat study where the rat chose drugs over food until starving itself to death? These are not rational beings that throwing money and housing can easily fix. They are naturally selected end-stage drug users who have failed multiple interventions, and most of these salvage techniques don’t work. They will likely spend the rest of their lives doing drugs. You quarantine/excise cancer, and prevent new ones from popping up. Trying to turn cancer cells into normal cells is a foolish exercise, already tried and failed in every civilization known to man.
