It's totally normal that charges get downgraded, because thats calculated into the first charges. And you cherry pick numbers. you also 'forget' to mention 8% were upgraded to a different felony. It was 39% in 2019 and 40% in 2018. Its always in the same ballpark. it doesn't change the fact that crime was up under trump (i do'nt even blame him), and down under Biden (I do'nt applaud him for that) you can spin it anyway you want, but this is what the Biden team will communicate to the voters. I didn't even vote for Biden, ... if you think crime is a weak point of the Biden strategy, you are wrong.
