It was at the 1949 communist party convention that Stalin spoke about building a 'curtain' through Europe and used the quote “A nation that cannot control its borders is not a nation” for the first time. Many leaders have since used it, like Benin De Gaulle and Arafat. You must understand that what you consider a criminal, for Stalin was a capitalist. And crossing the border/wall in Berlin made you a criminal too 'by definition'.
