States can pass legislation to regulate firearm sale, possession etc like age restrictions on purchasing, prohibiting convicted felons from purchasing or possession or requiring a permit to concealed carry for example. No state has the authority to ban the sale, possession or use of firearms in general as that would be a violation of the Constitution. In fact one could argue, and many do, that any/all of these regulations are unconstitutional.

  2. They cannot supersede the U.S. Constitution. Even if our idiot President tried to sign us over the checks and balances would override him.
