If you choose to assume this risk you do so also consenting to no rescue should something go wrong due to the cost and risk to rescue personnel. To outlaw people doing dangerous things is not the answer.

As everyone is entitled to the same rights equally, Jews have a right to walk the streets and college campuses without having to dodge jeering crowds full of swastikas. Free speech doesnt allow me to stand on my street corner calling for violence against half my neighborhood. The Supreme Court has decided this.

Its not just “anything goes because free speech.” There can be made limits because everyone has equal entitlement under the law. Your rights end where mine begin. People have a right to protest but they do not have a right to call for or otherwise advocate violence against other people. SCOTUS ruled this pertaining to the KKK.
