  1. NO. You can only regulate protecting people from themselves to a point. These ppl were consenting adults who agreed to the trip assuming the risk. Its a sad story but its also still a choice.

  3.  @kaybicaku923 Thats a separate issue. It could be so that if you assume the risk in doing these things and something happens then youre on your own and thats the regulation. If you choose to assume this risk you do so also consenting to no rescue should something go wrong due to the cost and risk to rescue personnel. To outlaw people doing dangerous things is not the answer.
