In spanish there's a say that says "que culpa tiene la estaca si el sapo salta y se estaca?" the government banning use of harmful substances is not at fault, heck communist China producing and selling harmful substances is not at fault, if there isn't a customer willing to buy and use crap, there isn't a market whether legal or illegal.
