Yes, from what I got from the news they have avoided to draw conscripts from Moscow, St Petersburg and such areas where it would draw more attention but typically gone to the more remote districts far away, often very poor areas and inhabited by other etnicities also. So Putin seem to realise that his war with Ukraine is not per automatic Russia's war and it can only be carried out as long as his population have no inconvenience of it.
