  1. In Sweden twe have a municipal fee for the various services. We used to have property tax but it had some bad effects because it could lead to some less desirable effect. For instance when coastal areas suddenly become popular among the wealthy to basically have holiday houses and property value increase and people who actually lived and worked there were forced out because the taxes had become so high. Some argue that it should be brought back "because real estate don't move", but better is in that case to raise the tax on profit when real estate is sold. Then you i) put the tax on somebody who can carry it (instead of a low income worker or pensioner in a plain house that happened to become popular), and, ii) you tax an increase in real estate market value that is realised and not just estimated, and where the value often is due to other circumstances than the owner has brought on, for instance the municipal brought a school or kindergarten nearby (improvements made by the seller is still deducted).
