It was likely a way of "poaching" on the social democratic voters. They had some progress especially since the "Great depression" or even before since the period since the 1st WW. They also had some international ground since they saw that workers being exploited was a thing that happened beyond national boarders. But that being said, the social democrats have also some less admirable ideas historically of what social engineering could or should do.
