  1. What a fool he is. VAT is like sales tax, to be carried by the consumer but it does not discriminate with imported goods and produced within the borders. The importer add VAT which he deduct from purchase price and then add it to his sale just like someone sourcing it domestically. And it stops with the final consumer who don't have the right to deduction.
