@SpaceCadet4Jesus They didn't rule out foul play, but they can not state it is if they can't find anything to support it. Which is often the case if decomposition have affected tissue too much. One can for sure say that when someone have made an effort to hide the death of a person it's mostly foul play but still there are now and then people who have disturbing reactions to deaths not caused by the hands of anyone else. For a small child one could think that there's at least abuse by neglect maybe, but a couple of times per year a couple of small children die after been sent home from hospital where their guardian took them. The autopsy is resulting in a form of medical document, of course it does not state in negatives of "what nots" but findings of "what is"

@SpaceCadet4Jesus No, but they refer to what the autopsy report state. And that refers to circumstances to the time of death (perimortem) and that she was placed in a bag and placed there was something done after she had died (postmortem).

@quirkya909 I thought that as well, that they refer specific to establishing the cause of death. I found it puzzling that people around did not react earlier, but then again, it's probably expected and (hopefully) fairly common that kids are removed by CPS or relatives when their parents are in active addiction.
