  1. "Blame" is a useless word. Society doesn't care why the black thug committed murder so it can punish him, but so that it can prevent it in the future. When we think about changing society, "who to punish" is irrelevant. The important thing is the solution, which is not to say "duh, just don't do crime". It's to establish infrastructure, invest in rehab, provide welfare and other policies that studies have proven to work.
