If you still coming back to live for awhile, taking benefits of the HEALTH CARE SYSTEM or still collecting pension and other Canadian social benefits, or still collecting some source of Canadian income investments, and still owning properties in Canada, you are still technically owning taxes to them if you have any incomes and investments outside or offshore.
