  1. Banks are required to have a certain percentage of their outstanding loans in cash on hand. Also in Russia. Yesterday I saw a video that Putin has already confiscated that money. And that the next step will be freezing consumer savings accounts. I think there is more going on than we know, as Craig's summary also showed.
