But small hydro-electric installations (without a dam) can be utilized in lots of places.

There was a major conflict about the Jonglei canal in south sudan, that would bypass the portion of the Nile in sout sudan with lots of swamps and where lots of water is lost due to evaporation, that could be used to irrigate fertile land more north, the canal was almost complete when during the war between sout sudan and sudan the canal digging equipment was partially destroyed and the project abandoned.
