A submerged floating tunnel would be a novity, but I don't understand the construction - it is attached to a floating ponton structure, so the submerged tunnel is a fixed depth below sealevel, but sea level itself is not fiex due to tides - so why not make the tunnel itself buoyant (tube in a tube design) and attach it with cables to the sea floor? In theory you could construct the tunnel on land and shove it into the sea, near the sea a trench with 1% slope (so, for 20 m below sea level, the trench is 2 km).
