The first thing to do to stabilize this part of the DRC is to create a well trained and disciplined army that can neutralize any rebel forces still active in that part of the country, and provide stability and justice for the people living there. Next thing to do is to bring the mineral wealth exploitation and transport in the hands of the Congolese state (also disallowing any illegal mining activities and smuggling of resources), mechanising the mineral extraction to provide safer working conditions, and at the same time provide alternative jobs for mining workers no longer needed. DR Congo in collaboration with other african nations and the UN, should set up a justice court to bring all perpetrators of crimes against humanity to justice. Once that has been done and peace, securiity and justice has been restored to this part of the country, the Congolese state should invest in the infrastructure of the region, invest in paved roads, railroads and other facilities to accomodate transport of goods, built up eduication and healthcare and invest in other sectors of the economy. It would end the rebel conflicts and imhumane mining exploitation as exist thus far, and would put an end to foreign interference in the internal affiairs of DR Congo, and avoid the conflict to escalate to a new war with Ruanda and/or Uganda. DR Congo could easiily become as rich and developed as neigbouring Ruanda if DR Congo plays its card right, and avoid direct conflicts with neighbouring states, and can use their mineral wealth into social progress, brining peace, security and justice to the people of DR Congo and follow a path of economic development, focusing on infrastructure development.
