Even among supporters of democracy there is different opinion on what democracy should really look like. For Russia, in the Jeltsin years Russia was formaly democratic, but the people were not in power but he oligarchs were put in power. Putin's regime is to suppress the power of the oligarchs and to provide Russian a better living then they had before, while the state power is concentrated in the hands of Putins regime. Not, many Russians would not want to go back to the situation under Jeltsin, so they don't have a good example of a real democracy and prosperity. Russia is not socialist any longer, neither a western democracy, but something in between.
