No bill was created despite the democrats holding congress, including a super majority in the Senate. Fact is democrats did not care to make a federal law on it as if they did they could no longer run on the issue of abortion. It is similar to gay marriage. When the SC ruled in favor of it the democrats shifted their focus on the trans issue. They need something to get the townsfolk all fired up because they cannot run on their record.
