  3. Water is a state and local issue, not a federal issue. Also, look at Flint that typically votes democrat and their water situation. Or CA.

  4.  @jacobhholt  the only involvement the federal government can have is when it deal with interstate commerce or grants. On interstate commerce take roads as an example. The federal government can invest in interstate highways, but not local roads. On grants states have to apply for it in which I disagree completely with federal grants all together.
