It may be very difficult for some of those kids to find a family. I can tell you this as a former foster carer who eventually adopted 3 of my wards. I was not in it for the money; we had an empty house because we could not have our own children. As tragic as their situation is, they likely have serious emotional and behavioural issues that only specialist homes can deal with. They probably get moved around from one well meaning foster family to another because they just can't deal with it - and this further destroys the child's ability to trust or bond with anyone.
